FERWABA: How Rwanda’s Basketball Federation Became a Model of Excellence, Leadership, and Global Recognition

At the core of FERWABA’s administrative excellence is consistent, visionary leadership that has guided the federation for over a decade. Under the presidency of Désiré Mugwiza ; who was re-elected unopposed for a fourth four-year term ; the federation has demonstrated stability and continuity in governance, qualities that are rare even among well-established sports bodies.

In addition, FERWABA aligns its internal governance with internationally recognized standards. Participation in programs like the FIBA Plus Strategic Planning workshop has helped the federation refine its governance framework, strengthen strategic planning, and improve commercial and operational systems ; all while leveraging global best practices tailored to Rwanda’s context. This kind of pro-active capacity building reflects a forward-thinking administration that does not rest on its laurels but continually seeks improvement.

It not only organizes competitive leagues such as the Rwanda Basketball League for men and women but also provides formal training programs for players, coaches, referees, and other officials. Importantly, the federation has also expanded its national competitions and introduced new categories, such as youth leagues and school-based tournaments, demonstrating an agile administrative response to evolving needs in the sport. FERWABA has successfully positioned Kigali as a continental basketball hub, hosting major events like the FIBA AfroBasket and Women’s AfroBasket ; tournaments that bring global attention, tourism, and investment to Rwanda. Hosting such high-profile competitions requires adept negotiation, logistical excellence, and credible administrative capacity — competencies that FERWABA has repeatedly demonstrated.


Moreover, FERWABA’s leadership has extended beyond national borders. The election of Pascale Mugwaneza to the FIBA Central Board marks a milestone for Rwandan sports administration and underlines the federation’s influence within international basketball governance structures. This kind of representation amplifies Rwanda’s voice on the world stage and points to the federation’s broader strategic vision.


Strategic partnerships with organizations like FIBA Africa and NBA Africa ;  which include infrastructure and training collaborations ; have strengthened the federation’s capacity and broadened opportunities for players and officials alike. These partnerships improve community impact by bolstering facilities, expanding talent programs, and enhancing Rwanda’s visibility in global basketball dialogues.

FERWABA’s administrative ethos is anchored in values such as integrity, accountability, fairness, and responsiveness ;  principles it formalizes through service commitments and operational standards.
